1．if和whether都可以引导宾语从句，常常可以互换，表示“是否”。如：I don’t know whether（=if）I should tell him.
我不知道是否应该告诉他。
2。差别：
1whether可与or not连用，而if不可以 ○
I don’t know whether he will come or not.
我不知道他是否会来。
2在句首时用whether，而不用if； ○
Whether you take part in or not the result will be the same.
你参不参加结果都是一样的。
Whether he will come is still a question.
他是否会来还是一个疑问。
3在介词后用whether，而不用if； ○
It depends on whether he can solve the problem.
那取决于他能否解决这个问题。
4可以与动词不定式连用 ○

I believed that all of you have ever complained that wearing school uniform is really boring. There is always a great debate on whether high school student should wear school uniform or not. As far as I am concerned, wearing uniform is a good idea. Firstly, a uniform represents the school. A person wearing a set of uniform represents that he is a student. Just as a doctor wearing his white jacket, when he puts on his jacket, it means that he is a doctor. It is the same as the police, lawyers and so on. Most of the jobs required employees to wear certain kind of uniform to show their professionals. Students should also wear a school uniform to indicate their identity, and show the respect to their schools. Therefore, a school uniform is necessary for students. Secondly, uniform can show the unity of school students. This can teach the students to learn discipline and self-control.
The last but not the least, school uniform can also keep out some unnecessary disturbance on students’ studies.
For example, if the students need not to wear their school uniform. School will surely become a fashion show. Students will compare their clothes and styles. This causes much harmless to those students’ studies. Wearing uniforms, students don't need to buy fashion and expensive clothes, so that they will save money, which their parents earn with a hard working.
To put this aside, we assume that students will not tease at others. There is still a very unhealthy phenomenon we need to look into. Students tend to spend more time on choosing the clothes for school. America is a good example of not wearing uniform to school; however, it is found out that students spend more time on choosing clothes rather than having a leisure breakfast. So it's not really wise to not wear school uniform to school. As a conclusion, wearing school uniform benefits a lot. so I strongly agree that students should wear uniform to school.
